Msgr. Frank Leo, Jr., C.S.S., is the General Secretary of the Canadian Conference of Catholic Bishops. His appointment was confirmed by the 2015 Plenary Assembly and he took office November 1, 2015.

Msgr. Leo was born and raised in Montreal. He studied for the priesthood at the Grand Séminaire de Montréal. He obtained a doctorate in theology from the University of Dayton, Ohio. He has a diploma in Classical Studies from the University of Montreal. He studied Canon Law at the Lateran University, Rome and in 2009 also received a Licentiate in philosophy from the Lateran. In addition, he has a certificate in spiritual direction from the Aquinas Institute of Theology in St. Louis, Missouri.

He was ordained a priest for the Archdiocese of Montreal in 1996. He worked as assistant and then as pastor of several parishes, as well as a school chaplain, and as a professor of dogmatic theology at the Institute of Theological Formation of Montreal.

Msgr. Leo also studied at the Pontifical Ecclesiastical Academy and then worked for the diplomatic service of the Holy See, particularly at the Apostolic Nunciatures of Thailand, Australia, and Hong Kong. He was named a Chaplain of His Holiness by Pope Benedict XVI in 2012.

Also in 2012, he returned to Canada to take up a position as director, formator and spiritual director at the Grand Séminaire de Montréal, teaching dogmatic theology, philosophy, and canon law.
